Abstract

This article discusses one moment in Indian gaming's past, the years-long process to create the Indian Gaming Regulatory Act (IGRA), particularly focusing on the battle to retain tribal self-regulation. Rather than analyzing the law itself, the article illustrates Indian gaming's perilous journey into national law. Discussion and analysis of behind-the-scenes actions of Native leaders in developing and protecting the legislation upon which the IGRA is built presents an opportunity to enhance this scholarly field.
